He is responsible for the formulation and strategic implementation of the Puerto Rico economic development plan, including competitiveness related reform, infrastructure projects and instrumentalities that include agencies and public corporations.

    Founder, The Strategic Group PR

    Robb Rill is the founder of The Strategic Group PR, headquartered in Puerto Rico, which is a private equity firm that specializes in investing in private companies, with an emphasis in subprime and technology. He has also run a proprietary fund, Strategic Capital, with an emphasis on short selling securities and identifying microcap fraud in the market. Mr. Rill has used his experience and expertise to uncover mispricing and fraud and expose them through the media to the SEC. His fund achieved unparalleled returns in excess of 60% per annum on a non-compounded basis from 1998 to 2005 before short selling restrictions hampered his main strategy.


    Edgar Rios' practice focuses on international tax matters, inbound and outbound corporate reorganizations, registered investment companies, structured investment vehicles and other complex federal, international and Puerto Rico tax law matters. Mr. Ríos Méndez is one of the leading attorneys on Puerto Rico matters dealing with clients migrating to Puerto Rico under Acts 20, 22 and 273 of 2012 and advising such clients on issues ranging from bona fide residency, community property, inbound and outbound transactions, inversions and Subpart F considerations. Mr. Ríos Méndez has been active in some of the major Puerto Rico tourism related projects with respect to the negotiation of tax incentive grants and the sale of tourism investment tax credits.

    David Towner is a business strategist, author, and the founder of both CPG Strategies and Splash Marketing.     Jeanelle Alemar-Escabi is the managing member of Doing Business in Puerto Rico (DBPR). How is Puerto Rico recovering post-hurricane?

While Hurricane Maria took a significant toll on Puerto Rico, public and private institutions across the U.S. have made it clear that the country does not stand alone. In January, the Army Corps of Engineers finished negotiating contracts for the rehabilitation of Puerto Rico’s power grid, and now contractors from all over the U.S. are flooding into the country.

Companies with long histories of investing in Puerto Rico such as Microsoft, Lufthansa, Bacardi, Walmart, Medtronic, Amgen and Sartorious are now doubling down. These companies, along with Tesla, Google, and Amazon are dedicating billions of dollars towards the goal of a 21st century, state-of-the-art Puerto Rico. Act 20 provides tax incentives to a wide range of corporate entities. Under Act 20 Puerto Rican qualified companies will enjoy:

 - A corporate tax rate of 4%

 - Tax exemption on dividends, interest and capital gains

 - 100% exemption on property taxes

How do I use Act 22 to my advantage?

In order to qualify for tax exemptions under Act 22, individuals must gain Puerto Rican residency. Under Act 22, residents of Puerto Rico may enjoy:

 - A personal tax rate of 0%

This conference opens on Tuesday morning, April 24 and ends with a ‘flex’ afternoon on Thursday, April 26.

Wednesday, April 25 opens with a morning schedule of speakers and special guests, and closes with an afternoon real estate tour to see properties in the hottest areas of the city.

Thursday, April 26 will begin with a panel of experts on Act 20 and 22 in addition to special guest speakers on more popular topics, and will close with a ‘flex’ afternoon to talk with legal experts, real estate agents, LifeAfar staff and founders, and more.
